So the noxious gases can escape? So you can pass notes back and forth if you get trapped? I never noticed this aspect, must look for it. Are you talking about the door on the restroom or the "stalls"?

Its so you can't get away with sharing with somebody else and doing "rude" things without being spotted.

So that you have some idea of what is going on inside. As well as "rude" things as Psyonic puts it, people suffering from illness, alcohol or drugs often take refuge in them, and may then pass out. With a locked door and no way of seeing inside, they could die with no-one knowing.

Well, I am thinking of two things, one is to pass toilet paper back and forth, if one stall runs out, and the other, is so if the door latch gets jammed you have a way out.

So you wont have to keep knocking on each door, or trying every door to find out which stool is free, you can just take a quick glance and see which one is open while you are still at the entrance "especially if you are in a HURRY"
