Yes there are. There is a company called Moteur Developpment International (MDI) who has pioneered what is known as the air car. It is not yet in production, but they have built a number of prototypes. They have a website that you can get more information from. http://www.theaircar.com/index.html

I would also like to add the the expected price for the Air Car is actually quite fair. They are estimating a price of $12,000 to $16,000. yes... i think they need to develop a fully enclosed engine chamber that times electric pulses to excite a liquid to gas to create rpms... if the liquid expanded with good enough psi for very little electricity then it would be way more effective than todays electric motors.
