It's a way of tracking feedback to questions in a particular category. I'm not sure what purpose they serve. Someone could give amusing responses to political questions. That a lot of people laugh at and are awarded points for. But that wouldn't necessarily make them ready to run for office.

I suppose it's mostly an acknowledgment of effort, like points or the level badges. As far as purpose is concerned, a reference to a member that is allegedly versed in the subject.
