The Blacks in the north were already free as per the Mason Dixon Line agreement before the Civil War even started.

Actually, it only freed some slaves in one small area on the south. History teachers just don't want you to know that hehe.

because the Prez has no authority to free slaves. (show me which clause in the Constitution?) It was a martial-law measure, so it could only apply in a war zone. After the war, there had to be a Constitutional Amendment to do it on a peacetime basis.
