General Traag, Punk Frogs (Attila, Genghis, Rasputin, can't remember the other), the Foot, Wingnut and Screwloose (before they switched sides), Leatherhead (see wn&s), Casey Jones (see wn&s AGAIN), uhh.. trying to remember, killer pizzas or something. Baxter Stockman, and his mousers (mousers may have been 2004 series only), the Rat King. Yes, I am a fan.. No, I don't care what you think :p

Metalhead, General Traag's Lieutenant, The Neutrinos(tho technically they just wanted to have fun so I dunno if they count as "villains" but they did cause a lot of mayhem and the turtles had to beat them), Slash, the gang that Bebop and Rocksteady used to be members of and in one episode Michelangelo's comic book hero comes to life and they have to help him beat the villain of said comic book.
