As to a legal public place (such as a public fetish club), it is highly doubtful you'll find one. Laws, health regulations and other community restrictions would in almost any jurisdiction make this practice illegal. You may however find that private gatherings or "play parties" may offer or condone this type of activity to some extent.
When considering this type of an issue, consider that even in a private gathering condoning this type of an activity, you'll find many restrictions in place. Don't forget, even in the BDSM and fetish lifestyles remember the acronym SSC. The first "S" standing for "Safe".. With all of the many health issues and concerns, the use of a slave as a "public" toilet might prove very unhealthy, not only for the slave, but also the potential for others she/he may come in contact with.
Even in a brothel with any type of clientel, I would find it highy unlikely you would find this type of activity. It may be provided to a select number of clients, but most certainly, with very stringent limitations on who would be allowed to use the slave and under what circumstances, and most definitely not for just any one that happened along with the urge to relieve themself.
