Babies don't respond the same way to the t.v. as they would to a face that was talking to them. There was a huge fad of playing video tapes with other languages to babies so that they would learn a different languages. Only they found that they baby did not respond or learn that way. When scientists studied why, they found that kids need to be talked to by humans. This is how they learn to speak and interperet not only sounds, but meanings and connotations and facial expressions.

I would have to discern the kinds of media which instruct from the kinds of media that entertain. The media that only entertains contributes less input into the language development of children. There are four components of language development which include associating sound with printed symbols (phonological learning), the acquisition of meaning (semantics), the coherent arrangement of language into meaningful units (grammar or syntax), and the development of speech for every day social situations (pragmatic usage). It must be realized that children must grow in all four of these areas of language development in order to be literate learners in the classroom and functional users of language in the real word. I wouldn't put down all types of media as having a negative effect on helping children to learn. Story boards can be useful in helping children acquire meaning and other comprehension skills such as sequencing story events, getting the main idea, predicting outcomes, and summarizing plots. These skills are important for reading comprehension. Printed media such as the big books that are used in kindergarten can help teachers to introduce the phonological component of language which includes assigning phonemes to graphemes (sound to printed symbols) by way of direct instruction and modeling. Media all by itself doesn't help students develop into successful learners but appropriate uses of various forms of media along with direct instruction does benefit the language development of children.
