dogs can get tears in their eyes for several reasons and as you have a small dog i am prbably gueesing that this is because of small seeds in grass. as you have a small dog when you take it for walks in grass its eyes will touch the grass and in grass ther are mocroscopic little seeds which can make dogs eyes sting and watery (causing tears)this happens to alot of small breeds of dog and it is natural. PLEASE NOTE: this is the case with many small dogs if you do not thinke this is the cause then get some eye drops form vets
