No, there are a few exceptions. A king cannot capture the opposing king or queen. And a bishop cannot capture the opposing bishop of the opposite colour square. Also the king is never actually captured since the game ends in checkmate a move before he would have actually been taken.

You guys are missing blitz games, when the king can be taken if the opponent makes an illegal move. Instant game over, and punishment for your illegal move.

With a few exceptions already mentioned, yes. There is no hierarchy to the capturing of other pieces.
