The number of users provides more demand on the server and lines on the network itself, so look at it this way you have a 25mb line and 35 users and all of those 35 users then download movies, watch youtube and do other tasks not necessarily related to work like reading and sending email, then the more activity their is, the more likely your network is going to slow down and suffer from all that activity. More so if its just one line providing all that data for all those jobs!
