1999 ford hard to start. 100 degrees outside, I crank it and it doesn't start so I let off the ignition key then try again and it starts. If I try to start just after I've turned it off it starts right up.

Your vehicle sounds normal. Depending on the position of the pistons valves and other compnenets to make take a few turns on the starter to allow time for fuel pressure to build and so. If it is equipped with an electric fuel pump it will take a few seconds for the fuel to pump into the injectors assuming you have injectors or your carb. From your description I would not fret.
