I believe you are referring to the laws requiring that drivers have hands-free headsets if they are going to make cell phone calls (recently implemented in California and other states). I have noticed significantly fewer drivers holding cell phones to their heads. Whether this will improve people's attention to their driving remains to be seen. Early indications are not positive. . . .
