What does it mean when someone says “Not At All” in place of “You’re Welcome” after being thanked? Is “Not At All” a negative reply?

    I think it might be something to the affect of "I don't mind at all" or "Not at all". It is probably a positive thing.

    Not at all. I mean, it is not a negative reply.
    It means in this case that to thank them would not have been necessary. But actually, it is just being polite, because actually, they would probably have found it a little impolite if you had not thanked them.
    So if someone tell you "Not at all" as answer to your thank, you should still thank them further for their other answers!!!
