i would suggest either using a hair removing cream for the face (although these can be very irritating) or plucking, personally i feel plucking is the best form, although it takes aggeeessss the results are much better, no irritation, the hairs grow back slowly, and with no stubble. Once you've taken off all the hairs once by plucking you can generally just keep on top of it by doing a little bit every morning.

Sounds like razor burn. You could try changing from whatever method you're using to another, if say you use an electric try a blade, if a blade try electric, if a blade with hot water try just a blade with aftershave.

For a woman, the best option is to have the hairs removed permanently. This can be done either with electrolysis or laser hair removal. Laser is much quicker, but tends to be more expensive.

It sounds like razorburn and it will go away, you may be able to speed the process up with a soothing cream such as Savlon. And for a woman shaving really isn't a sensible option- the resulting stubble will end up looking more masculine than the hair did in the first place. I would suggest that you try proffesional waxing, electrolysis or lazer treatment for a longer lasting result and less noticable regrowth. If the hair is anything more than a light downy covering I would also consider checking with your doctor that there is no hormone imbalance involved.
