Give it a parking ticket ... return in an hour or two ... if still there, TOW it.

Give us a better view of the area! Obviously it says "No Parking" on the wall behind, but if it's not private property or blocking a business, or public property and not legally marked as "No Parking", then it just MIGHT be legit to park there! If it IS illegally parked, ticket/tow/warn as appropriate, based upon circumstances and the individual owner's behavior. Seriously, though... If you're a police officer, then I trust your johnny-on-the-spot judgement. I've been pulled over a few times for speeding over the past, er, 'few' decades. Never ONCE was it not a legitimate pull, either. I was at the mercy of the officer and the ticket came or not based upon my behavior, the circumstances, and the officer's understanding of the conditions in the area. Sometimes I got a warning, sometimes I got a ticket. One time I'm pretty sure I got a ticket because the officer wanted to make an impression based upon his personal knowledge of the accidents and deaths in the particular area I was pulled over in. Can't blame him. He has a tough job. So...tow or not, it's YOUR decision. I will not presume to gainsay your authority either way!

Re-position the bike so that it faces the wall, get some white paint and write "DUH!!!" below "No Parking".

In all honesty, that looks more like graffiti than an actual legal notification of no parking...let 'em skate!
