    To answer this, I turn to Machiavelli's, "The Prince" written in about 1515. Factions cause infighting and a split public. They fight together and eventually wear eachother down. Then, when an invader comes, the weaker faction(s) go to the enemy, and the stonger faction(s) is/are too weak to defend the area/city.
