You mean like baby carrots? In one of two ways: 1) They harvest carrots before they fully develop. 2) They take fully grown carrots and cut them down to look like little ones.

Most of those baby carrots they sell in stores are molded or cut that way. They are not real baby carrots. Real baby carrots are just little young carrots, BABY carrots. If you pull them before they are fully grown they are very small and tender.
