I have a Dodge Neon. Can I change the catalytic converter myself without a welding torch to cut the pipe or any other obstacles?

    Most exhaust work today will require specialty tools.
    Cats are usually welded in, and will require a cutter.

    I would suggest it be done by a tech with a lift. Its just much easier that way.
