  • I do not think there is a way to get that information online, otherwise that could be very dangerous. There may be some sites that you must pay an amount of money for background checks and things of that nature.
  • You need a LEGAL reason to obtain motor vehicle registration data (e.g., you were the victim of a hit-and-run). If that is the case, file a report with the police and your insurance company. Otherwise, motor vehicle records are private and confidential, as per the Drivers Privacy Protection Act: http://www.accessreports.com/statutes/DPPA1.htm
  • You can go to http://www.LicensePlateChecker.Com and they can look up the license plate number or VIN and tell you the owner and such, it does cost 12 bucks but you get what you need and don't have to pay if they don't find it.
