You could if you don't get caught but I wouldn't recommend it. If the beach watch doesn't pound the bejeezus out of you, then the police will throw your sorry butt in jail and a judge will have you registered as a sex offender. Could you live with it?

Having sex on a nude beach in the U.S.A. in not cool. There are so few of them to begin with and it's the fastest way to get them closed down by the local prudes. I understand that there is sexual activity on the beach for participants and observers in France at Cap d'Agde, where nudists and swingers are currently waging a turf war and swinger clubs are being burnt to the ground. Comments welcome.

No. Having sex in public is against the law. In certain jurisdictions, being unclothed on a beach is not.

Technically, you can have sex pretty much anywhere. But there are places where it is illegal/immoral/inconvenient/just plain wrong to engage in sexual activity. I wouldn't have sex on a nude beach. Sex on any beach is WAY over-rated. Too much sand. Pour some cooking oil in your hand and pick up a big ass handful of sand and rub your hands together reallyrealllreallyreallyreallyreallyreallyreallyreally fast. How does THAT feel? Yeah, that's what I'm talking about.

Been there done that at a Club Med years ago. I was picking sand out of every orifice of my body for months after that.
