This is a portrait of Gen. Grant that I did recently... I'm not sure if his coat is tweed or not, but I'm assuming it's probably similar... What I did was lay down a basic tonal range to render the materials values... then I came back over that with a very hard, very sharp lead and did basically a "scribbling" effect - very tight circular motions... this gives the "fuzzy" look I'm assuming you're looking for... hth
