becuase at schools there is normally a small population of special needs children, so they give them the short buses.

If you mean what I think you mean, I feel that it's because they don't look in the mirror before judging anyone else. :)

Children with disabilities need accommodations for wheel chairs, easy access, diverse school schedules, etc. Sometimes its behavioral as well, especially if the child gets violent or anxious with noise or interaction. The short bus can deliver all these needs. Unfortunately, it became a segregating issue because people didn't understand the purpose.
