all cameras and camcorders take in a mixture of the visible light spectrum as well as the infrared light spectrum. the result of this is that infrared light is made visible the on screen just like a flashlight would. in the early 90's the US government saw a need for cameras that could automatically adjust the amount of light taken in by the lens either digitally or mechanically to prevent the cameras from being rendered inop by infrared or any other type of light. yes they can be blinded but they will not be rendered inoperable so if you pass in front of the light you may as well leave your drivers license behind as well.
