I found out my friend had a DUI. I asked him, "Hey, have you ever been pulled over while intoxicated?". It worked for me, worth a try.

Yes, but you must know the county in which the offense occured. You can look at the county courthouse online and there is a tab there to violations in the county, usually searchable by full name.

YOu could go online and pay a fee and get anyone's background/criminal check.

As stated above, you can go to the courthouse, where your friend was sentenced, and get on their public computers, and punch in his/her full name, and see what pops up.
