the process is called sublimation. if you look at the phase diagram (also called a triple point diagram), it shows that for dry ice to become a liquid at room temperature, the pressure would have to be much higher. if you were in a pressure chamber, it could be done, but not under standard temperature and pressure (273 K and 1 bar). this is just a property of carbon dioxide, which is a gas at STP.
