Why do passport photos almost always look terrible? is it the lighting? or do you have a good one? (Darn it)

I have a really good one. It's also funny, because I got it 4 years ago and I have pretty decent mohawk. So the fact that I am going to have the same passport when I'm mid 30's amuses me. The odd looks from the customs agents, are priceless.
