NO. Illegal means illegal. He has no right to sign any legal US document, period. Edit: Atigonerising; "Illiegal means that someone didn't follow the laws to get here, it doesn't mean they have no rights at all." Nothing could be further from the truth. Illegal, in case you have forgotten, means against the law. If you break the law to come into this country, you have no "rights" to anything. There is a reason we have immigration laws. Obviously you haven't been paying taxes long enough to realize how much money is being spent on food stamps and welfare "rights" for these criminals. These 2 "parents" are both minors, and one of them can't get a legal job in this country. I guess I will have to pay for their baby with MY taxes.

Yes, he can. The only paternal information on a birth certificate is the father's full name and date of birth. You do not need a social security number. Since this is generally done at a hospital, it isn't like the INS is going to be there requiring proof of citizenship. I haven't actually heard of a law that requires any signatory to a U.S. birth certificate to be a citizen of the United States.
