Collecting it is not illegal at least nothing is said about that, the problem is that the man is a convicted sex offender against the kid from who he took the urine a few years ago. He did it again and even said "It makes me feel liberated as I feel I am drinking his youth". As you can see the problem is not the urine but that he is a convicted sex offender who has done it again once released from prison. I hope this helps, it was not easy to get but I searched the Internet and found it. Regards.
