No, you need matter. Magnetic field lines have stiffness.

You don't need a Moebious strip. Just make sure your magnet or coils (if it's an electromagnet) are shaped as a toroid. The magnetic field lines will close on themselves, and you won't have any magnetic fields outside the torus. In the case of an electromagnet, you should just pay attention to how you wind the wire on the torus. Which doesn't have to be metallic - it can be air, or even vacuum, doesn't matter.
