Why is the UK country code suffix .CO.UK, when for all other countries there are only two letters, such as .US .FR or .DE?

This was a decsion made by the UK naming authority. As well as co.uk domains, there are also ac.uk (academic) and gov.uk (govenment, at various levels). I don't think it has worked out particularly well, but there is little enough harm that it is not worth trying to change.
