Most people point to Detroit DJ Juan Atkin's Cybotron band from the early 80's... their Debut album called Enter (on the Fantasy label) was released in 1983. Atkins and two of his buddies from the suburbs of Detroit, Derrick May, and Kevin Saunderson, are definitely considered to have established the genre, as a melding of Chicago style house and European style electronic music of the era.
