Most colleges, other than the ivies, do not have an official policy on legacies. But admissions decisions are made by humans, and humans are influenced by what the see, read, hear, and feel. If a student's parent is successful and was a former student or faculty member at the college, it will generally help the student's chances. Conversely if his/her parent was for instance expelled for defacing library books, it might hurt his/her chances.

Usually colleges ask if your parents attended the school or if you have any relatives who graduated from there or are working there. It almost always is asked, but it is not a deciding factor as to whether you get in or not. The school is hoping that alumni will donate money to the school for accepting their kid, really.
