Some are...just depends on the face. I once had a friend who lived with her grandmother. Her grandma bought her dolls for her birthday and Christmas, she didn't have the heart to say no or lets put them somewhere else. She was so paranoid, because she felt like they were staring at her. She wouldn't even sleep in her room any longer.

No. They do seem odd sometimes, especially those collection dolls that aren't meant to play with, but otherwise dolls aren't creepy, not in the "ooh spooky" sense. Even those that are meant to look creepy usually don't accomplish that all too well.
