Have the refrigerant level checked by a qualified technician with the proper tools. Just because it seems to have adequate refrigerant, doesn't mean the operating pressures are correct in the system. The a/c condenser relies on airflow to keep the system cooling properly. When you stop, so does the airflow. Double check the electric fan. With the a/c on, it should be running virtually all the time. Check also for any excessive debris, such as leaves or bugs on the front of the condenser. This would also reduce airflow.
