This is a lane used in mountainous terrain on a highway. It is similar to a "passing lane". Slower traffic is required by law to keep to the right hand lane, so that faster traffic may pass.

It is a lane that begins near the bottom of the hill and ends near the top and is universally adorned with at least one sign that says, "Slower Traffic Keep Right". It is intended for use by, well, slower traffic. Slower traffic includes most heavy trucks, school buses, and ANY DRIVER THAT SLOWS DOWN DUE TO THE HILL! This last one is problematic for a number of reasons involving stupidity and/or ignorance. Note that you will not find these in the 'flatlands'. They are strictly for roads through areas that have terrain features that require climbing (hills and mountains). This might explain why many of the problems involving climbing lanes are caused by people from out-of-state, a.k.a. "flatlanders".
