The population that you want to market the magazine to. I think that's very important, then the articles and pics need to be geared towards them. But what do I know? Just a guess.

Who your target audience is. Then you decide what kind of articles/layout/pictures you want based on what that target audience likes.

advertising (will people advertise with you?, are you reputable in the business? how to attract people to advertise in your magazine?)target market (will they buy your magazine)? competitors. Good Luck!
