Pubic hair, like any currly type of hair is more oval and flat than round. Straight hair shafts are round.
Pubic hair is probably residual from when our evolutionary ancestors had more hair. A better question is why did we lose our hair from the rest of the body. Hair has a function to protect the skin. Our lack of hair may because it is easier to clean a hairless body. Buzzards evolved with featherless heads because they eat carrion and is easier to keep a bare head clean.
