if its 50cc or smaller, you just need a state issue lic. with no motorcycle endorsment. and dont need to have ins, but its like $10 a month, and it covers your scooter if stolen(which happens all the time with 50cc) if its lager than 50ccs, then you need a motorcycle endorsment, and insurance to drive it.
