As a general rule, no. Unless, the owner of the private road has given the police permission to enforce the laws, concerning this private road. Police can always issue citations, on private property, for reckless driving. Example: at Opry Mills Mall in Nashville, the owners have requested the Metro Police to help enforce the speeding law, on an access road behind the mall. the speed limit is 24 mph and its a race track. This is a private road and the traffic laws are enforced there, by the police.
