Can a little league baseball pitcher put a handfull of dirt in his mit and on the ball?

    depending on rules in the league hand book they change every year and some are stupid at that age. I do not see why not unless he is in the age that he has good velocity and can make the ball move. it still goes back to the hand book rule.
