You could try total immersion in water. I'm not joking here. Infants can be started on swimming at a very young age. In fact the "waterbirthing" method capitalizes on an apparent genetic trait of human beings to be comfortable in water to ease childbirth and clear the mouth of the baby. Provided there's no health problems for which "refusal to drink water" is a symptom, you may want to try getting him into a public pool. Get him paddling while you hold him up in the pool, and he may start getting used to drinking water. Outdoor pools are preferred, as outdoor pools have germ-killing levels of chlorine but not extremely high levels of chlorine such as levels found in indoor pools.

I used to put a little bit of water and a lot of ice into a spill proof cup. Then shake it and show him it makes noise. My daughter used to love how cold it was, she thought it was something funny. Also let him sit in his chair or on hard floor and give him a proper plastic cup with no lid.. You drink out of one the same and show him he is being a big boy, just like mummy....He will make a big mess but at least it will be a start... Another idea is twisty straws, they look like fun so maybe that will get him interested... And don't forget try and try again....:)
