In a diesel engine, why is the top ring on the piston smaller than the middle ring and on a gasoline engine the top is bigger than the middle?

Diesels run strickly on compression, the top ring is smaller because of the jake, or so I'm told. Gasoline engines work on a small explosion of burnt gas and the top ring is bigger so it can be forced back down the cylinder..this is what I'm told from our shop mechanic anyway.
