Then you determine what function the problem serves, for if it exists in must serve some kind of function. One of the easiest ways to determine this is by identifying who benefits from this problem. You then begin to explore options for solutions and weigh out the pros and cons of each one, and eventually it should narrow down to one or two viable solutions.
