Do you mean "Starling"? If so, the chick might be very hungry. Chicks of all bird varieties eat a huge quantity of food. You might not be feeding it enough. (http://www.rspb.org.uk/wildlife/birdguide/name/s/starling/)

Chicks of almost any bird will be noisy when it needs something, usually food. They call and call to get the parents attention and it stimulates the parent birds to go get food. So yours is still hungry. It needs more.
