depends on how many decks you are using. In casinos, they often use multiple decks to avoid card-counting. I guess you could theoretically get 6 aces and 7 dueces or something crazy like that.

Here are the counts for up to 6 decks (any higher and the number no longer changes): one deck: 4 Aces 4 Deuces 3 Threes = 21 11 cards Two Decks: 7 aces 7 Deuces = 21 14 Cards Three Decks 11 Aces 5 Deuces = 21 16 Cards Four Decks 15 Aces 3 Deuces = 21 18 Cards Five Decks 19 Aces 1 Deuce = 21 20 Cards Six Decks 21 Aces Now since there are over 21 aces no matter how many decks you add the highest number of cards to equal 21 is always 21 aces.
