i believe in a majority of cases its more about there familiarity with "Forum Typing Ethic" rather than recognition or expression

It depends who you're asking. To me it's very annoying. Me and my computer friends all feel the same way. It makes the other person look, ah what's the word... it either makes them look like a total newbie to computers; it makes them look unprofessional, or that they just don't care or take very much pride in their dialect. It can also be mistaken for anger. I usually liken it to shouting. It's very bad form.

Sometimes they are sight-impaired and it's easier for them to read the screen with larger letters. Sometimes it's the caps-lock. Most of the time they are just trying to get attention so they won't be passed by (like spam emails).
