Usually the names are decided from Greek derivations and actually not made up by anybody. It's why an unreasoning fear of spiders is called arachniphobia, because spiders are arachnids. The exceptions to this are where certain items didn't exist in those times, so a fear of automobiles is called motorphobia. In these circumstances the doctor who first diagnoses the illness, after checking his 'phobia' dictionary (unless he is lexicophobic) can have the honour of naming the condition.
