Considering that second-hand smoke is bad for pets, should smoking around pets be considered animal abuse?

No we don't even consider that human abuse. We use animals to serve humanity. We have all kinds of work uses for animals (lots less then before the use of electricy and the internal combustion engine) but we still do. We have laws against mistreating animals, but not if you work them. Some people don't seem to think they need to earn their way. Of course, some people don't think they should earn their way either.

Considering that if they left they would starve to death, or be put to sleep in a shelter. I have to say that an animal is pretty damn lucky that someone gives it food, shelter, and unconditional love. If the dog catches emphysema because his/her owner smokes... he's had a good life. So no, smoking is not animal abuse.

NO, since the standard hasn't been set for humans yet. It is harmful for them but people don't care enough for their own children and young people.
