My Husband had this prob also.. one day I couldnt take it anymore.. because it is Rude and very Disrespectful.. so we were in a Super Market.. and he was eyeing this woman.. I waited until we walked next to her.. and I said to the woman.. " Excuse me".. " My Husband keeps staring at you".. so I thought I would introduce him" and maybe he will get over it".. HAHAHAHA.. he was so Embarrased.. he never did it again !!.. worked like a charm :)
