The logic behind it (not that it's true) is that a blonde, or rather a bottle blonde, spends so much time on the outside of her head that she doesn't have any to invest on the inside; or that she's only interested in appealing to superficial men, so she doesn't bother developing her intellect or pay attention to serious matters.
